Criminologist Prof Lawrence Sherman is an American scholar currently involved in an experiment in policing in Manchester, UK. His theory is that crime can be reduced by concentrating not on patrols or overall policing efforts, but rather by simply placing officers at crime hotspots. He theorizes that even when police were completely removed from non-hotspots and only placed in hotsopt areas, crime will decrease.
